is the vent tube a check valve or is it supposed to be open

You also should check the spark arrestor screen in front of the muffler. If clogged it will cut power and cause the engine to bog down and stop. Just take off the muffler and you will see the screen there.

Ethenol is very hard on rubber componets ex: fuel lines, vent tubes etc. First examine the fuel line with a pin light if any any wetness is present replace fuel line. Same goes for the vent tube. If no success you probably have debris bulit up in the screen located in the bottom of your carb, a carb rebuild would be in order.

I had the same problem with my stihl 023, tried everything, just wouldn't rev up. Replaced the fuel tank vent tube and it solved my problem. Saw cuts like it used to.

If the saw was running fine and then suddenly started to die, don't change the carb settings. They aren't going to just work loose during a sawing job.
The likely problem is that the fuel filter is blocked or the tank vent is blocked so that the carb is sucking fuel against a vacuum. This happened to me and the saw wouldn't rev until I opened the tank filler cap and then it would run for a few minutes normally until the vacuum built up again.
The symptom looks like fuel starvation to me.

clean out fuel tank and change tank filter , make sure theres no water in your fuel can
also if your carb has adjustible mixture jets reset them if this still doesnt fix it try cleaning carb as there s a small filter inside the carb and check diaphragms for damage
