Just had a similar fault with my jaguar 23kw, this has just been resolved via my b/gas servis contract.
If you look just behind the pump you will see the expansion chamber, this can be identified as it has a has what looks like a valve dust coming out on top.
This part is problematic to pressure problems causing an FO fault.
if you find moisture build up or water build up on or around the part , chances are this could be the problem, also check the external overflow pipe , to test , keep open the top up valve and press boiler on ,water pressure will override FO fault but if you find that looking outside their is damp or droplets coming from overflow pipe then you have identified the problem. Hope this info helps all with this problem.

I wonder if your house has a zone valve - which is stuck in the CH position......if its allowed to close it just allows hot water to circulate around the boiler, and not round the house. I would have thought that an 'engineer' would have checked this though.

The diverter valve was one of the new parts that was fitted. Like I say, about the only original part on the whole dratted thing is the outer casing!

I'm wondering why you need to constantly top up the pressure, Petra...if you do there must be a leak somewhere. The pressure needs to be stable at about 1 bar - expect it to rise slightly with the CH on. I think your boiler problem is due to a faulty diverter valve - this is the one that gives hot water priority over heating when you turn the taps on.
