your bolts for holding the wheel on are coming slackyou need to prize the inner wheel cover off and tighten the bolt being carefull not to break the bolt as i have just done

Unlikely to have stretched. If it has the mountfield style plastic bracket that attaches to the handle that the cable runs through, then the bracket has probably slipped up the handle causing slack in the cable. If so, simply push the bracket further down the handle and clamp tightly.

Thanks for the reply Pleasant. one thing I didn't mention is the fact that if I pull the cable rather than using the handle then it seems to start pulling again. Making me think the cable has stretched and is too slack.

Chances are the belt has come off. Either on the engine pulley end or the gearbox pulley end- probably as a result of the gearbox belt tension spring coming off. Take a peek underneath and check that first.
