turn the bath hot tap on to take most of the water pressure so you dont need to turn the water off at source, then on the tap that you are having a problem with remove the cap on the tap with a flat blade which will give you access to a screw, undo this screw to remove the tap handle (the bit that u turn when turning the tap on and off), once the handle is off you have a spindle which is the inner part of the tap that controls the flow of water, using a spanner undo the spindle from the tap body while putting pressure on the tap so not to turn the tap from its seating position, remove the spindle and put back it back in again and refit the tap in the opposite way that you taken it apart. this should cure the problem. water will flow out the centre of the tap body when you take the spindle out but as you have the bath tap running it will only be a small amount of water.
