I have the exact same machine and had same problem.
this what they call a pulsa-jet carb
there are check valves (a little ball) in each tube from carb to gas tank
I don't think you should be able to blow air from top of carb to gas unless valves are stuck.
gas is supposed to go up tubes and not down
take the carburetor off the gas tank and make sure screen is clean on longest tube that goes into tank. this is a time consuming an tedious job for a novice. but after 3 or 4 times trial and error it isn't as hard.
I blew with my mouth on each tube from bottom to make sure it was clear and sucked to make sure there was no flow and check valves worked
Pay very close attention to how linkage and all springs are connected. take a picture or draw one.
I didn't and now my tiller will not idle it just runs so fast it seems like it would blow up if you don't shut it off quickly. (at least it starts and runs)
can you send me a pic of all the springs on top of carb? i must have lost one or connected it wrong I don't have owners/service manual
anyway after you make sure tubes are clear and screen is clean on longest one reinstall and fill tank to top with gas. it works on vacuum and with a full tank there is more vacuum. it should start with new diaphragm and clear tubes with check valves working properly. you might save yourself a lot of work if you try the full tank first.

Check the fuel pick up tube to see if the filter screen at the bottom of it is clogged.
It usually is the diaphragm that causes your problem. If the fuel pick up tube is clear, take the cover off again and check the new diaphragm for tears and to make sure it is in place.
