Sounds to me that you are on a limited account. Check the user accounts. If so change yor account to an administrators account. You should be then alright.

how do i find the adminiastrator or id on the pc? sorry but i dont know alot about computers!!

That is because you are no logged on as administrator or your ID does not have administrator privileges. You need to find out who the administrator is. If it is your machine go back to where you bought it.
